【Glorious 2019】School of Public Affairs & Law: Strengthen The Scientific Research Organization, Centre on Development of Disciplines, And Strive to Promote The Scientific Research Level to a New Level

Over the past year, especially for “Remain true to our original aspiration and keep our mission firmly in mind” theme education, School of Public Affairs & Law focused on total work: school “Double First-Class” university project, combined with the subject construction “Jiaotong Plus” and “Plus Jiaotong”, to realize the college related disciplines to combine with Jiaotong, make due contributions to “double first-class university project”. At the same time, our school centred on the construction of first-level doctoral program in public affairs and the fifth discipline evaluation, made great efforts to lay a solid foundation for scientific research, built a scientific research platform and scientific research team, condensed the direction of scientific research, cultivated scientific research achievements, and promote leap-forward development of scientific research.

In 2019, the school achieved the best result in the history in terms of national projects, with 5 projects approved by the National Social Science Fund, accounting for 1/3 of the total of 15 projects approved by the university, ranking the first among all the schools. In a longitudinal comparison (a discipline evaluation cycle from 2016 to 2019), the projects approved by the National Social Science fund in 2019 account for 62.5% of the total projects approved in the four years, and 50% of the three-year assessment target (10 projects of the National Social Science Fund) has been completed.

The best achievements in history are mainly due to the following:

To attract talents, establish a system, to protect for team building

General Secretary Xi Jinping once said, “Talent is the core resource, and success and career depend on talents”. Under the leadership of the Party Committee, the School of Public Affairs & Law has been working closely around the center of “talent introduction”, continuously strengthening the work of talents, gathering talents, and injecting vitality into the development of the School. The college introduced a total of 1 professor, 2 associate professors and 2 doctors were introduced throughout the year, which increased the talent attraction of the college in China.

The institutional mechanism is the premise of pooling talents and flourishing their careers. From September 2018, around the discipline construction and personnel work of the school, the school has formulated “the Measures For Academic Exchange Funding of the School of Public Affairs & Law” (20181007), “the Measures for the Performance Assessment of Professional Research Personnel of the School of Public Affairs & Law” (20180921), “the Academic Works Publishing Funding Program” (20180926), and the “Performance Assessment Measures of the Team of the School of Public Affairs & Law” (20190702), “the Measures for the Assessment of The Post of Full-time Teachers (Amendment)” (20190705) and so on. A series of incentives and system provide a solid system guarantee for the introduction of talents and team building.

In order to further refine the direction of disciplines, strengthen the construction of scientific research teams, strive for high-level projects, output high-level results, and lay a solid foundation for the subject assessment promotion and the construction of public management first-level disciplines, the school launched the team building declaration in August 2019. On October 29, after the review and discussion of the Professors’Committee, the Joint Party and Government Committee of the College decided to formally launch the construction of four teams: laws and policies that stimulate innovation and entrepreneurship, national governance and local governance, social risk and emergency management, and basic theory of administration and administrative research methods.

Clear direction, build a platform, scientific research to a new level

Under the coordination of the Party Committee of the school, the school closely focuses on the work of the "teaching and research" center, takes the construction of first-level doctoral programs in public administration and the fifth discipline evaluation as important directions, actively builds platforms, exchanges experiences, and applies for projects and overcome difficulties.

The school is committed to building a high-quality academic exchange platform. In 2019, the school held “the Public Administration E'mei Forum”, undertook “the ninth Youth Public Governance Forum in China”, “the seventh Moot Court Competition for College Students in Sichuan Province”, “the Innovative Method Application Competition for Colleges and Universities in Sichuan Province” and other academic competitions, and invited scholars carrying out academic lectures, which effectively enhanced the influence of relevant disciplines of the school. The school has also established a substantial “Transportation public Policy Research Center”, and “Jiaotong plus” has also made substantial progress.

Classification, mentoring, the development of scientific research has bright prospects

General Secretary Xi Jinping once said, "The more achievements we make, the more cautious we should like treading on thin ice, and the more we should be wary of danger in time of peace.” The school is well-aware of the tight time and heavy task to complete the construction of the first-level doctoral program in public administration and the fifth round of discipline evaluation for promotion, and further efforts should be made and scientific research should be carried out in an organized way. The school guides teachers in different categories, implements teaching and scientific research guidance, condenses the direction of scientific research, and forms the resultant force of scientific research.

For the project declaration inexperienced teachers, we aim to strengthen the awareness of declaration and improve the reporting skills. It is beneficial for teachers to cultivate the awareness of reporting and accumulate the experience of reporting through the declaration of major projects. From the end of 2018 to the present, the Ministry of Education has 3 major public relations projects, we submitted to the National Social Science major tender project selection 1, and two teams are applying to study and explain the spirit of the Fourth Plenary Session of the 19th National Social Science Fund major projects. Irregular guidance on the application of National Social Science Funds can improve the application skills. Invite experts from outside the school to give lectures to impart experience. Organizing teams with existing achievements to sort out their achievements, summarize their experiences, carry out symposiums and exchange experience are conducive to giving full play to the lead goose effect.

For middle-aged teachers, we should strengthen direction guidance and encourage them to solve difficult problems. We encourage potential teachers to apply for annual projects of national Social Science Fund and National Natural Science Fund, organize the working team to sort out the academic achievements of teachers with concentrated achievements, to encourage teachers to write academic monographs for 2-3 years, and strive for making breakthroughs in the application of National Social science later funded projects. Through the cooperation between the school and the outside, we will form the joint force of scientific research, and support the teacher to tackle the major bidding projects to undertake the sub-project leader.

For young teachers, we should combine reality and realize our potential. It is suggested that young teachers should accumulate experience by declaring the Ministry of Education project as a breakthrough. We will support young teachers to declare the Youth Project of the National Social Science Fund and tap their potential, encourage new Ph.D.s to declare the National Social Science Youth Project, or declare the National Social Science Post-Funding on the basis of their doctoral thesis to achieve a breakthrough.

Our school will take this as an opportunity, around the school “double-class construction”, the college public management first-class discipline doctoral point construction and the fifth round of discipline evaluation promotion target. We aim to further deepen and improve the support of scientific research foundation, to build and improve the scientific research team, to build “old-middle-aged-young people to help each other” research teams, so that creating a scientific research atmosphere.To achieve everyone has a team and each team has contributed, and strive to make a new level of performance is our target.
