On June 2, for the purpose of deeply studying the relevant policies of the national strategy to respond proactively to population aging in the new era, sharing the professional research fruits and practical experience about the aging industry, and mobilizing the social strength to promote the aging industry, especially the high-quality development of medical and health care industry, the 2022 annual academic conference was held in the Jiuli campus, Southwest Jiaotong University, which was jointly organized by Sichuan Provincial Key Research Base of Philosophy and Social Sciences—the Center for Aging Industry Development Research and Sichuan Gerontological Society, the Leading Group for Pilot Projects of Basic Public Service Standardization for Medical and Health Care in Chenghua District, Chengdu, and Chengdu Institute of Standardization and other unites. About 49 experts, scholars, and workers in practice from the government, academia, enterprises, and institutions on Ageing, were invited to the conference, whose theme was “Active Aging, Combination of Medical and Health Care, Standard Guidance”. The topics, including the policy trend of Sichuan responding proactively to the population aging strategy, medical and health care, standard construction, and quality promotion, were deeply discussed at the conference. The one-day seminar was held online and offline simultaneously.
The main venue in the morning was presided over by Professor Yang Yifan, Executive Director of the Center for Aging Industry Development Research. Firstly, he appreciated the experts and scholars online and offline for their support of the seminar, introduced the guests participating in the conference, and announced the speech topics of the main venue and the sharing themes of each venue. At the beginning of the conference, Professor He Yun’an, Former Deputy Secretary of the Party Committee of Southwest Jiaotong University, Director of the Center for Aging Industry Development Research, and Professor Wang Yongjie, Dean of the School of Public Affairs and Law of Southwest Jiaotong University, delivered speeches respectively on behalf of the organizer. Entrusted by Zhao Rupeng, Deputy Director of the Health Commission of Sichuan Province, Han Mei, Division Chief of the Department of Health’s Aging Division, delivered a speech on behalf of the government guidance units.

Firstly, Professor He Yun’an welcomed and gave heartfelt gratitude to the participants for their coming and introduced the development history of the Center for Aging Industry Development Research. As he mentioned, with the rapid development of the aging process in China, the problems confronted by Japan nowadays may reflect on our country in a much harsher manner in the future. Each facet of aging is a worthwhile topic for discussion in the future development of a country.

Professor Wang Yongjie highly praised the significance of holding such a seminar. He said that the seminar aimed at interpreting the national policies of relevant strategies to actively respond to population aging, shared the professional research results and practical experiences about aging, and mobilized societal forces to promote the aging industry, especially the high-quality development of medical and health care. From the perspective of national strategies, this was an essential foundational work put forward for the future, especially for the modernization of the national governance system and governance capacity by 2035. School of Public Affairs & Law of Southwest Jiaotong University has given top priority to supporting the aging industry as four key discipline directions of it.

Division Chief Han Mei discussed the research and construction significance of the aging work system on a macro-level. She said that in order to motivate and implement national strategies responding to population aging, after the national and provincial work conference on aging, the Central Committee of the CPC and the State Council printed and distributed the document on strengthening the aging work in a new era and the 14th Five-Year Plan for National Aging Development and Elderly Care Service System, and Sichuan province also issued relative worklist and systematic plan documents. That is to say, forward-looking planning and systematic development on the work of aging in a new era were made both at the national and provincial levels. Since the aging work was comprehensive, systematic, and complicated, we needed more experts, scholars, and people from all walks of life to focus on and join in the aging programs, so as to explore the construction mode with Chinese characteristics and Chinese wisdom and tell the story of aging in Sichuan well.

During the keynote speech time, five special guests delivered speeches. Researcher Li Zhihong, Director of the Policy Studies Branch of China National Committee on Aging illustrated the new pattern, new national condition, and new requirements of China’s aging in the new stage of development, and clarified the status quo and future development direction of current aging work. Based on the six trends of current population aging in China, researcher Xing Wei, Director of the Department of Social Development of the National Development and Reform Commission stated that the influence of population aging on the basic public service system and standardization construction and future policy trend. Professor Hu Qiuming, Associate Dean of the School of Public Administration of Southwestern University of Finance and Economics, analyzed the internal uniformity of striving for common prosperity and a multi-level pension system construction and expounded on the overall strategy of multi-level pension system construction. Professor Li Dan, School of Public Administration of Sichuan University introduced the positive psychology and psychological capital theories to construct a research framework for the interaction between psychological empowerment and individual positive development from the three perspectives of the aging situation, interpretation of healthy aging policy and integration of multidiscipline theories. Ren Yan, Director of the Center for Standards and Quality of Chengdu Institute of Standardization, Senior Engineer of Standardization, introduced the exploration and practice ofpilot projects of basic public service standardization for medical and health care in Chenghua district, Chengdu, and put forward relevant suggestions and opinions.

Finally, Professor Gao Fan, Researcher of the Center for Aging Industry Development Research, and Secretary of the Party Committee of the School of Public Affairs and Law of Southwest Jiaotong University made a conclusion. She expressed her gratitude to all the experts and scholars who participated in the conference and summarized the conference spirit, from “aging” to “all-round”, in which everyone should participate in the aging work and coordinate with each other from all aspects.

In the afternoon, three parallel sub-forums were held simultaneously. The first sub-forum with the theme of aging work and policies was hosted by Doctor Fan Wenting, a lecturer of the School of Public Affairs and Law of Southwest Jiaotong University, and remarked by Researcher Liu Jinhua, Deputy Director of Economics Institute of Sichuan Academy of Social Science. Professor Lin Lin of Chengdu Medical College shared the current situation and development research of the integration of positive elderly medical and health care and emphasized that connecting resources, mobilizing social force, cultivating medical talents, and subdividing pension institutions were the ways to resolve the dilemma of medical and health care. Zhang Nie, Secretary of the Sixth People’s Hospital of Chengdu, President of Chengdu Chenghua District Chinese Traditional Medicine Hospital, suggested that a three-level service system could be constructed in three aspects from the perspective of healthy aging needs, based on the actual national conditions of China. First, we will aim at the rigid demand and focus on resolving the contradiction between the needs of elderly health and medical care; second, paying attention to the market, we will establish a service mode to resolve healthy aging; third, taking a long-term view, we will establish a three-level service mode to meet the need of healthy aging. Professor Chen Zongshi from the Department of Sociology of Zhejiang University explained the significance of home and community care of the elderly from the perspective of sociology, pointed out the shortage of relevant literature research, and introduced the new theoretical framework of community and social capital in detail. Luo Peng, a lecturer of the School of Foreign Languages of Southwest Jiaotong University, introduced a multi-type aging-friendly nursing service facility system in Japan and analyzed the experience and inspiration for our country. Gu Jing, Deputy General Manager of Chengdu Shuji Education Development Co., Ltd, introduced the ecological study of a community-based compound care service for the elderly and children and encouraged to establish the mutual assistance pension mode “intergenerational integration” of the community in Sichuan province so as to construct an ecological system of nursing service which ensures people’s access to childcare and elderly care. Hou Zhichun, Assistant Principal of Sichuan City Vocational College, Dean of the School of Hospital and Health, argued that the integration of industry and education could promote the innovation of the market-oriented model of community healthcare, and restructure the definition of the integration of industry and education based on the policy interpretation, and finally construct the implementation path and achieve “five integrations” of school-enterprise cooperation and collaborative education. Doctor Song Jiahao, a lecturer of the School of Management of Sichuan Agricultural University, introduced the research on the relatively poor multi-dimensional identification and collaborative governance of the rural elderly from the aspects of a realistic basis, theoretical basis, generation logic, and dimension selection. Associate Professor Peng Chuanyu, Assistant to the Dean of the School of Public Affairs and Law of Southwest Jiaotong University, on the basis of COVID-19, a major global health risk event, focused on the elderly group during the epidemic, and studied the influencing factors to proactively respond in the public health emergency of the elderly from the perspective of the social networks, and provided the corresponding suggestions. In the end, researcher Liu Jinhua summarized the themes of the conference into four aspects: pension model, pension service, pension dilemma, and pension experience, and gave comments on them respectively, providing more ideas for resolving the pension problems in China.

The second sub-forum with the theme of elderly medical and health care and the standard was hosted by Yan Xueyong, Associate Professor of the School of Public Affairs and Law of Southwest Jiaotong University, and remarked by Professor Sha Zhihui of the School of Public Administration of the Sichuan University. Xiong Zhenzhen, Associate Professor of Chengdu Medical College taking COVID-19 as an example, pointed out that in the context of the public health emergency, we should focus on the general home nursing needs of the elderly with chronic diseases, and also pay attention to the changes and influence of nursing needs caused by the epidemic. Li Hui, Associate Professor of Chengdu Medical College introduced the suitable crowd, assessment time, and clinical application of comprehensive geriatric assessment, and put forward the prospect of comprehensive geriatric assessment through case studies. Tong Feng, Associate Professor of Sichuan International Studies University analyzed the practice and current situation of the elderly medical and health care from the perspective of evidence-based social work from the aspects of chronic diseases, eye exercises, and social work of the elderly. Xu Wenjian, Associate Professor of the School of Public Administration of Sichuan University analyzed the psychological mechanism of social participation affecting depression of the elderly and proposed to collect suggestions for constructing an active aging society from the perspective of active aging. Chen Yuanli, Associate Professor of the School of Physical Health of Chengdu University of Traditional Chinese Medicine, introduced the collaborative development of the elderly health promotion service model in Sichuan province in the context of healthy aging, including the pilot unit model, smart community fitness center model and sports club model. Tang Cui, Associate Professor of Nursing at Chengdu Gaoxin Jinxin Geriatrics Hospital and Chengdu Jinxin Jiujiu Lefu Elderly Care Center, pointed out the difficulty of integrated elderly care and medical care and how to promote the integrated development of elderly care and medical care through case studies. Yang Rui, a postgraduate of the School of Public Affairs and Law of Southwest Jiaotong University discussed the typical rural service model combining medical care with nursing care for the elderly and the operation mechanism of the combination of medical care and nursing care in rural areas. Lastly, Professor Sha Zhihui summarized and remarked on the seven speeches, and contended that the conference was a multidiscipline communication, which reflected the characteristics of the multidiscipline intersection of research on aging.

The third sub-forum with the theme of a new topic on the governance of the aging society was hosted by Associate Professor Lei Bin, Associate Dean of the School of Public Affairs and Law of Southwest Jiaotong University, and remarked by Li Hongwei, Associate Professor of the School of Public Affairs and Law of Southwest Jiaotong University. Doctor Chen Xiaodong, a lecturer of the School of Architecture of Southwest Jiaotong University introduced the relevant technological research and practice of creating a suitable environment for elderly chemotherapy and explored new horizons and new practices of the mechanism of photo intervention in the aging industry. Li Fang, Associate Professor of the School of Design and Art of Southwest Jiaotong University shared the technological research and application of elderly care in the digital age and showed oral care devices and mobility aids for the elderly and other hardware products, and also introduced the software development for the elderly to promote the aging process of aging industries in an all-round way. Postgraduate Pan Junhao of the School of Public Affairs and Law of Southwest Jiaotong University analyzed the age-appropriate technological advances, policy supply, and innovation ecology and development assessment in the context of accelerated aging, and introduced the development pattern of the current aging industry in an all-round way. Postgraduate Wang Shuangmei of the School of Public Affairs and Law of Southwest Jiaotong University proposed to promote the digital integration of the elderly group and discussed the digital age-appropriate governance for the purpose to seek new ideas and new changes of aging industry development in the digital and information age. Huang Chunjie, a doctor of the School of Public Affairs and Law of Southwest Jiaotong University focused on the multi-dimensional and relatively poor influence and mechanism of the digital divide on the elderly and analyzed the problems of current aging work from a more cutting-edge perspective to explore a development direction that was more in line with the requirements of the times. Meng Fanchun, Deputy Director of Archives of Southwest Jiaotong University contended that the aging society of China comprised opportunities for college students to innovate and start a business, and put forward high-quality development of elderly care service from the perspective of innovation and entrepreneurship for college students. Zhang Chunjun, Deputy Secretary of the Party Commission of the School of Materials Science and Engineering of Southwest Jiaotong University, discussed the mechanism of combining college students’ volunteer service and the elderly care service, because the future aging work will be the suitable field covering multidiscipline, multi-field and multiple groups, which was fertile soil worth cultivating. Li Qiming, Associate Professor of the Center for Psychological Counseling and Research of Southwest Jiaotong University, pointed out that China’s social and economic development went hand in hand with promoting filial piety based on the analysis of research data, which gave enlightenment for the inheritance and development of excellent Chinese culture. Ultimately, Associate Professor Li Zhihong commented that all the researchers had provided new perspectives on the future multi-discipline intersection and comprehensive research of elderly care, and all these diverse and professional studies indicated that future pension work would be fraught with vitality and hope.

Next, under the leadership of the Sichuan Federation of Social Science Association and the Provincial Department of Education and in the support of the School of Public Affairs and Law, the Center for Aging Industry Development Research will strengthen contact with the Sichuan Gerontological Society and International Institute on Aging and other institutions, communicate with Sichuan University, Southwestern University of Finance and Economics and other brotherly universities, with greater sincerity and passion, continue to promote and expand the communication and interaction of geriatric community in Sichuan so as to furnish intellectual support and decision-making reference for Sichuan to respond proactively to population aging.
